Ryan O'Toole scored his first goal for Slough and had another effort controversially ruled out as the Rebels narrowly failed to reach the Red Insure Cup final.
Early on, the Somerset side hit the bar, with goalkeeper James Hawtree, making his first senior appearance of the season, beaten.
Joe Chandiram put a free kick over the bar, but Slough took the lead as the left sided player played in O'Toole, who coolly slotted in.
Jake Parsons put a shot over as Slough began to dominate, but Frome equalised when on-loan Salisbury City midfielder Matt Clark fired in from the edge of the box.
Five minutes later, debutant striker Mitchell Bryant, signed from Cambridge City, fired in from Luke Ballinger's cross.
Soon after, O'Toole fired in a brilliant free kick which thundered off the underside of the bar and, according to many, at least a foot over the line, but neither the referee nor his assistant awarded a goal.
In the second half, Slough were unable to break through again, restricted mainly to shots from distance despite playing neat football. Hawtree was called upon to make a good one-on-one save, and Adam Logie cleared another off the line as Slough pushed forward in search of an equaliser and were caught on the break.
The hosts held firm and qualified for the two-legged final against Arlesey Town, whilst Slough can now concentrate fully on playing catch-up in the league.
